We are at a strategic moment, decisive in the final moment of an election. This election is all special because we are just at a time when Brazil has accumulated strength. The country was once as a patient, he was fragile there in 2003 because Brazil had broken three times, we had gone to the International Monetary Fund and there they had lent us $ 20 billion. We had $ 17 billion, then gave U $ 37 billion. But the debt we had was above US $ 160 billion there at that time. Why Brazil was broken, ie, had no money to pay the debt, that was the situation. Also, we had one of the highest unemployed women in the world, interest of 25% and an inflation rate that is double that of today, 12.5%.

This was the picture when Lula assumed the presidency of the Republic. I remember at the beginning of government the immense difficulty was to make investments to help municipalities and governors to invest in basic things like treated sewage water. With much effort and hard work we were changing it progressively. The Federal Government has not invested in protecting natural disasters, never invested. We we worked, we were also accumulating resources. To give you an idea, Brazil, which had only R $ 37 billion, now has R $ 376 billion. Debt is less than this, so today we are not debtors, we are creditors against the rest of the world. This explains why it is different today than it was before and stuff.

For us what is at the heart of everything is the Brazilian people, which is at the center of it all is no other consideration, so it is so important employment and salary, because we know what happens in a family or with a person who is unemployed. So I always come here and I'm very happy because I ask for Colombo: What is the unemployment rate. And he tells me: ". It is easier to improve the income, it is easier to raise wages, but to improve service, if you have to invest in infrastructure. To improve health we will need to secure a program that creates specialty centers that meet people without queue, which also make examinations in quick time.

Another key issue is public safety. We think that the Constitution must be changed, the Union must be responsible with the states. That responsibility I want to talk here because Santa Catarina has suffered much with all that has happened, thanks to the initiatives of Colombo governor, we had here a partnership. The Union must participate in an integrated manner with the states because crime acts in a coordinated way, does not act in a piecemeal fashion. We expelled from the state, it goes to the other, we kicked out of this, we go to another. Or all of us, government, Union, national forces such as the Federal Police, the Federal Highway, the National Security Force to support the armed forces, state police, military and civilian, all together we will have to take joint action to radically change the issue of public safety.

We have a commitment to social uplift of all Brazilians. I am proud to be part of a project that took 36 million people out of poverty, and 42 million people, this is an entire Argentina, for the middle class. We want a country of skilled workers, Micro Entrepreneurs Individuals in micro and small businesses, medium businesses, large companies, both in the field as in the city. Now, I'm extremely pleased, Colombo governor, when you tell me that today we managed to increase month by month production here in Santa Catarina to provide to Russia. This increase in production will cause this state to grow, create and generate income and employment. If we had an incorrect position we would have harmed the state. I also want to state here the importance of attracting to Santa Catarina a factory with BMW characteristics, which will build here also a center of technological development, because the program from which it benefits requires it to do so, which in addition to building the cars here, it will also create a technology park.

From now until then I'm going to ask you, talk to your neighbors, your friends, talk to their relatives, talk to everyone you encounter, we are defending a project for a more developed Brazil, a Brazil for all. Before the urn we look, we collate, let's think who gave what to Brazil, who brought it to Brazil. Not only by faults or by incorrect things done in the past, as high interest rates, high inflation, high unemployment, arrochado salary, is not it on alone, is also the fact that we built another Brazil, and build it peacefully and this country still has far to go, it still has plenty of room to develop.
